The Prime Minister of Portugal Luís Montenegro is confident about the 42nd Congress of the Social Democratic Party (PSD). The congress will start tomorrow in Braga which will be an important moment for the PSD. Montenegro will present his plans for the next two years.

Montenegro is feeling confident because of a recent win with the State Budget. This success came after the leader of the Socialist Party Pedro Nuno Santos decided to abstain from the vote. This allowed Montenegro’s government to pass the budget without major problems. Now, he can focus on bigger political goals.

At the congress, Montenegro will introduce a strategy called Acreditar em Portugal or Believing in Portugal. This slogan was also used during his election campaign. The message is that the PSD can lead Portugal again and bring the country forward.

Local Elections in 2025

Montenegro plans to win the local elections in October 2025. These elections are important because they decide who controls key local organizations. Two of the most important are the National Association of Municipalities (ANMP) and the National Association of Parishes (ANAFRE). These groups have a big role in how local communities are governed.

He wants the PSD to take control of these local bodies. The party is going to reconnect with voters on local issues that matter to them to achieve this. Winning these elections will help the PSD strengthen its presence across the country. This will also allow the party to show it is focused on the needs of local communities.

2026 Presidential Election

The presidential election is another focus for the Prime Minister. This election will be held in January 2026. Presidential elections are not about the political parties but for individual candidates and Montenegro wants to make sure the PSD backs a strong candidate.

In his strategy, Montenegro says the PSD will support someone with the right experience, knowledge, and impartiality. This candidate should be someone who can gain the trust of voters from different political backgrounds. The person needs to appeal to everyone not just to PSD supporters.

He said:

A one-man election (sic), where candidacies arise from the individual will of the personalities who propose to fulfil the role of President of the Republic. In the case of the PSD, we will follow the tradition of awaiting the possible availability of party militants with the personal and political aptitude and qualifications for the position

There are no official candidates but former PSD leader and television commentator Luís Marques Mendes is a likely contender. He is well-known and respected by people both inside and outside the party. Montenegro said that Marques Mendes is fit for president but he is not the only option.

Important Proposals For Decentralisation And Work-Life Balance

There are other important proposals for the congress which include a key issue which is decentralisation. Montenegro said that local governments should have more power so they can make decisions that better meet the needs of their communities.

Another proposal is the introduction of a four day work week. This idea has gained popularity in many countries. Supporters say it helps people balance their work and personal lives without reducing productivity.

Montenegro also wants to review the electoral system. There have been calls to reform the system to make elections fairer and more representative of the people’s will.
