António Miguel stated that this project of revitalization of the city involves three stages. Two of these stages have already begun. The first phase is known as Tapada, which is related to urban beaches. He stated:

Unfortunately, we are unable to execute the initial vision because the ICNF has not granted us the authority to change those wetland regions into spaces for sandy leisure. Nonetheless, the area will become a far more inviting, tidy, and enjoyable environment, thanks to the renovation of a former fishery.

Second Phase: Olhão Urban Park

The second phase of this project is the construction of the Olhão Urban Park which will begin right along with Tapadas. However, the Algarve is facing some water issues at the moment. The mayor has clearly informed us that the success of the parks is dependent on the supply of recycled water from Águas do Algarve. He commented on the construction of the new park:

This region is intended to function as a garden, featuring trees, and will also act as an ecological shield against increasing temperatures in the peri-urban perimeter.

Third Phase: Development Of Avenida 5 de Outubro

Olhão will be developing the Avenida 5 de Outubro as part of the third stage of this project. This route continues from the roundabout of Cavalo-Marinho and stretches all the way to EN125. This was used as an alternate way to travel back in the 1980s. The mayor has high hopes for this route as he said:

In the near future, it will be an avenue with two lanes, cycle paths, and a central area.
