Young people in Portugal can use public transport for free which is starting December 1, 2024. This benefit is available to everyone aged 23 and under whether they are students or not. Free Public Transport For Young People
Free transport passes were only available to certain groups of students until now. This new plan extends the pass to all young people under 23. It will benefit around 240,000 people according to the government.

From now on, simply present your identity card, as proof of age, to access this
The program has a budget of €40 million. The government aims to reduce financial pressure on families by covering transport costs while encouraging more people to use public transport.
Green Mobility Plan
This measure is part of Portugal’s Green Mobility Package. The package includes 13 actions to promote sustainable transportation. It has a total investment of €115 million for passenger transport and €55 million for goods transport by 2025 which was approved on October 4, 2024.
